Luis Chavit Singson and Rolito Go incorporated Partas Bus Lines as a business at Laoag. (Ilocos Norte).

Partas, a new player in the industry, attracted riders with its modern buses powered by Nissan Diesel and MAN engines. Their buses have a distinctive blue and white design with the Road Runner character from Looney Tunes as their standard emblem. Partas is one of two bus companies in the Ilocos Region to have ever used a double-decker bus, the other being FariƱas.
